No other city proposes to use sales tax, the most regressive of all available taxes, in order to reduce the more progressive property tax. If the IC council better understood the impact and incidence of these taxes and the enlightened nature of the longstanding objections of Iowa City voters to sales taxes, they would never have made this proposal. If they are so despirate for additional funds that they feel compelled to ask the citizens to vote for such a tax, they should propose a use to reduce a more regressive fee. For example, eliminating charges for SEATS and bus transportation would be an exciting idea that would help low income people, reduce pollution and improve the city's carbon footprint.
